Award Title:  Establishing Statewide Comprehensive Juvenile Reentry Systems and Community Supervision for High-Risk Youths in Indiana: The Planning Program

Award Description:

As many as 100,000 youth younger than 18 years old are released from juvenile correctional facilities every year. These young people often return to their communities with complex needs, such as physical and behavioral health issues and barriers to education and employment. The FY 2015 Second Chance Act Smart on Juvenile Justice: Community Supervision Program will provide planning grants to state and local government agencies and federally recognized Native American/Alaskan Native tribes to support their efforts to develop and finalize a comprehensive juvenile community supervision reform strategic plan that will implement evidence-based supervision strategies to reduce recidivism and improve outcomes for juveniles under community supervision. The Indiana Department of Corrections’ (IDOC) strategic plan will: (1) establish the statewide juvenile community supervision reform task force to integrate pre-release services (planning and services) in the facility and post-release services (supervision and aftercare) in the community; (2) provide the youth with effective educational programs and related services to enhance their educational competencies; (3) establish the data collection plan to systematically assess the effectiveness of the juvenile reentry and community supervision; (4) use evidence-based methodology to assess the effectiveness of community supervision and the youth reentry outcomes; and (5) develop policies and procedures to engage in the youth families to enhance the youth reentry outcomes. In addition, the IDOC will establish a statewide comprehensive juvenile reentry program and the juvenile community supervision reform task force comprised of relevant state and local leaders, representatives of relevant agencies, service providers, nonprofit organizations, and other key stakeholders.
