Award Title:  SMART FY 18 Adam Walsh Act

Award Description:

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer grants to assist states, the District of Columbia, U.S. territories and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders. There are six overarching goals for this project. The first is to detect gaps in alignment with state statutes. Second is to compare Colorado’s processes with other states’ processes. Third is to determine alignment gaps with SORNA. Fourth is to continue Colorado Bureau of Investigation’s initiative to fund live-scan machines for local law enforcement. Fifth is to reduce the backlog of sex offender registration and notification and failure-to-register registrant files that need to be processed and entered into the system, and for database clean-up and quality control review.
